Upright, Waite associates the card with trade, skilled labour, renown and work undertaken in earnest. Reversed, it can indicate mediocrity, pettiness, weakness or immature workmanship.
Waite treats these as historical divinatory allocations and explicitly warns that they vary by context and are not a universal symbolic canon.
